Norwegian Prime Minister Jens Stoltenberg said oil policy would remain the same despite the shuffle.
Enoksen had been criticized by Greens who said he presided over too little engagement in Europe’s carbon-emissions reduction efforts, unfairly blaming Enoksen for slow progress in the expensive field of carbon capture and storage.
Norway will likely miss February 2008’s accounting of national emissions, when Europe and the World gear up for the trade in emissions quotas.
A statement from PM Stoltenberg said Enoksen wanted to move back to his home and family on Andoey Island off northern Norway.
Despite his low profile, Enoksen presided over some of Norway's biggest-ever energy-policy strivings, including the mass funding of carbon capture projects; a management plan for Barents Sea resources; accepting the debate on the use of land-based power for oil platforms and programs to support technology to combat global warming.
